Can any one recommend a top quality pair of waterproof overtrousers, not cheap crap.

I have had several pairs over the years and I have now settled on a pair of Berghaus Deluge Overtrousers.
They have 3/4 side zips which can be opened both top and bottom.Zips are covered and have stud closure.
I have owned this pair for about 5 years and have no complaints.
They are not the most expensive but they do a good job. I think they sell for around 48 but imagine a bit of googling will find them cheaper.

Second berghaus deluge though they only get used when dog walking.
I'm not a fan of overtrousers up the hills as they rustle and are a faff. I prefer softshell trousers in the winter and light synthetics in the summer that are quick drying. They get paired with goretex gaiters in snow or bog.
