Dunno about the best but St Ives Bay Holiday Park has direct beach access & is ideal for families.

If you want a small scale site for tents try the National Trust site at Highertown Farm on the south coast. You can walk down to Lansallos Cove or Lantic Bay and they can be almost private outside the summer season.

A bit off the beaten track, we went to St Martins Campsite, Scilly, lovely site right next to beach. Not as easy to get to as mainland sites, but the island and it's beaches were amazing.

Poldown Camping is certainly decent and in the Helston area. Reviews are already on here. But it doesn't have immediate beach access which you asked for earlier and it doesn't have bar restaurant or swimming pool either. What sort of site do you want?

the st ives suggestion is correct however, the beach access is very steep, especially if you have a pushchair or the like .
pentewan sands is a good one though
