Does the PVC skirt go inside the awning or outside? If inside, we always peg it down first and then use a groundsheet that will cover the skirt to keep the draught out.
I haven't found velcro very good on PVC. My current caravan had no fixings for the wheel arch cover and, as it is on a seasonal pitch, I used velcro to attach it. Every time it gets warm in the awning the velcro comes off.
