The latter, ideally. Firstly, the corner steadies are just that; steadies, and are designed to keep the camper stable. They should never be used to raise it, or take any significant weight.
Secondly, in long term storage, over Winter, it's not unknown for the steadies to lock up, if not greased properly. Not to say it will happen, but it can. A lot less hassle for them to be stuck in the raised position, then down.
