As to the details of when restrictions are in place, the Green Zones app gives real time info. This info may be available elsewhere but I've never needed to search further tbh.
As suggested above, you can of course ignore the whole thing but you do risk an on the spot fine if restrictions are in place. I've never been stopped and asked to produce my driver's licence ... But I wouldn't dream of going without one!
