About 10 yrs ago I had all inclusive holidays (x2) in Goa. I well remember loving their signs such as "Please To Smoke Here"...."Please Allow Dog Here" etc. etc.
It was all so positive. In UK we're guilty of negativity.
I read somewhere that it's all down to Napoleonic Law which based on "unless you are told you can, assume you can't", as opposed to Roman Law (in europe + most of world) which based on "you can, unless you're told you can't".
I'm one of the poor sods who has to put up those signs!!.
Granted, MOST people use common sense, but when you have a facility which is used by the public...whether it be a building or a camp site, you do have to cater for those individuals who have difficulty thinking for themselves.

Actually ive got a sneaking admiration for the blockade lorry drivers, if thats what you're referring to. A spot of direct action maybe whats needed to keep lazy governments in order.
When I stayed at a C&CC site for the first time, I too found the rules and notices rather disturbing.
However, I now appreciate that rules and regulations are necessary in order to ensure enjoyment of camping for everyone, and not be ruined by the small group of people who intend to do whatever they please, whenever it pleases them.
Like breaking up wooden pallets to have a camp fire, and have a sing song at 02:00h in the morning for example!
Like using the spaces between pitches as football/rugby fields is another example.
Besides, IMHO, a lot of the so-called rules and regulations are common sense and common courtesy repeated on paper to me.

We've camped for a long time, and have been frustrated and amused by signs in the past.
However I'm clear that there is often a correlation between a well-maintained, clean campsite and signs. They are much more likely from people who care deeply about what they do, and therefore are a price worth paying in my estimation.
