Probably doesn't do much harm but I wouldn't do it, imagine if a motorcycle or cyclist was sprayed with it lol, it will spray out when you get going fast.
In the past I've pulled up over a grate and dropped it.

It's just being responsible and asking yourself - how would you feel if it happened outside your own home.
