I think the stumbling block you will encounter is the 5 Seat belted seats. It would, by necessity, be one hell of a huge van. I guess that a home conversion may / could come up with that one.
One other thing that is against you would also would be the size and weight of the van. Would you be able legally to drive it.
Welcome to UKCS.
It’s a small budget, I’m not going to attempt to recommend anything. Seems you just looking for a minibus or van to sleep in, maybe for stealth camping? Your main concern will be finding something that runs well & isn’t a rust bucket.
Have a look on Autotrader & check whether what’s for sale at that price fits your brief.
In the current market where for the 3rd year on the trot demand is outstripping supply and the industry is struggling to cope, and people can sell a MH they've had 5 or 6 years for MORE than they paid for it, £8k is a pretty meagre budget I'm sorry to say.
As to seat belts, your budget is likely to force you to vehicles older than 2007 when seat belts became compulsory for all passengers, so not all will necessarily have them fitted, and retro fitting may be necessary but many of those vehicles will also have side facing seats so even retro fitting seat belts is still not ideal!
