I’d have expected Mr B to take on that role for you.
A trusted neighbour or friend can be given power of attorney, if they agree: you or they just has to do the paperwork. Beware: Recent radio program about a crook who had set up POA for someone having stolen their details online & then set about managing their accounts until the person found out & stepped in & managed to stop it.
The Consumers Association does POA, or any good solicitor.

You can appoint your solicitor to act as an attorney if don't have anyone else. But if of course you need to have them act, when time comes, they will charge for the work in acting on your behalf entails.

Only the donor ie the person who wants to appoint someone can apply as they are confirming they agree to give power to the attorney.

You can do it yourself online, you don't need a solicitor but you will need a Certificate Provider, often someone such as a doctor who would sign the the application to confirm the donor is undererstands what the LPA is.

If you can find someone willing to be an attorney it's preferable to do it whilst you have capacity to apply.

In the first instance spouses can be attorneys for each other, when one passes it can move to a third party, i.e. a solicitor as a replacement. Both can be nominated on the form.

Over the years I've agreed to be parents attorney, have witnessed numerous forms for friends and colleagues and a few weeks ago was asked to be signatory as certificate provider for another friend. That confirms the person knows what they are entering into and haven't been coerced in any way.

The forms aren't complicated if you take your time and understand what is being asked and know who needs to sign each box.

Its easier if you fill the form out over a period of time, go back and check, print it and then go through the form and highlight each signature box and note in pencil who needs to sign it. The last one I did had different colour post it notes for the different reps so it was easy to find the pages and not miss a signature (there are a lot required!) Each person then signs in each box highlighted.
