I have an old Nokia phone that still works, but the one I use mainly is a Motorola W375 flip-phone. Had it for at least 20 years and it still works as it did the day I bought it.
You can still buy that type of phone, loads available on ebay and Argos have them too. For the internet I mainly use an old Laptop running Windows 7 as I don't like Windows 10. I've tried it but I still don't like it.
You can get a reasonable smartphone for around £100 ... If he doesn't use the internet it'll still work as a phone and many other things (using apps is often nothing like using the internet and if he can watch footie while sat in the supermarket car park ...). If you get a tablet and he doesn't use the internet I guess you've got a posh place mat!
I've had 2 tablets. When the last one died (years ago) and my phone needed renewed I got a larger-screened smart phone. I've never missed the tablet and do everything on my phone. Hubby is exactly the same, decent phone when his tablet died.
I've never had or used a tablet. I've managed perfectly well without for 72 years. I suppose they are handy if you know how to work one. Hardly seems worth bothering with a smart-phone as I hardly ever use the mobile I have got. I would probably think differently if I were younger and still working. In reality there is little I could do with either that I can't do with my landline, laptop, or desktop computer.
I am older than you, a bit, and I wouldn't be without my smart phone, a rather nice Samsung A50. You probably don't realise how much you can do on it. I hardly use my phone for calls but I do a lot more on it which otherwise I would have to do on my computer. The options on a smart phone are endless. Get one and you will realise what I mean.
As far as the OP I think I would go for a smart phone and if that creates sufficient interest progress to a tablet or laptop.
It doesnt really matter, using "the internet" is the same experience on phone or tablet, its just a case of keyboard size really ..... as others have said a/ a tablet generally doesnt have phone and b/ if he wont use it, he wont use it.
I find that the keys on a tablet are bigger than that of a phone which maybe something to consider but I'm not that keen on touch screens anyway as I much prefer a desk-top PC or laptop with proper keys. However, if your OH is not interested in doing the internet I can't see any logical reason for having either really.
