fan heaters force air around, so they may feel cooler because of the moving air, a draught is still a draught.
Convectors are better because they use natural convection, no draughts.
IMO oil filled is the best, a convector, when up to temp turns of, and cools rapidly, depending on your room, this may be noticeable, an oil filled will give a more constant gentle heat similar to central heating.
