I use a sim card in my ipad. No monthly fee. This year I have been using an EE PAYG sim. I only need it for the occasions we are away in the caravan, so just pay for a one month data plan. When that runs out, I wait until we go away again and purchase another one month plan.
During summer months when we are likely to make frequent trips, I but a 90 day plan.
There is no need to have a rolling contract. I also have a very simple mobile phone designed for "seniors" It does phone calls, text messages and photos. All I need of a phone. PAYG again. I top up £10 about every 3 or 4 months.
