We've had smart motorways up here ages but the red X meaning closed lane has been around since 2014.
It's been advertised a lot since maybe 2017/8

My guess is that it was just a general warning to people who regularly ignore red Xs that they are actually enforced in that area. I must admit it's a sign I haven't seen anywhere. I have seen plenty of drivers ignore the red Xs though, especially if they can't actually see anything blocking that lane.
