sounds daft but run the blunt edge of a knife down where you do not want the paint to be ... to break the skin of paint between wall and UPVC and then spray the paint on plastic with WD40 wait a couple of minutes and rub gently with a microfibre cloth. This should remove the paint.
Then clean the surfaces immediately to prevent the WD40 sticking dust to the upvc and causing staining.
You could try the same using a bounce tumble drier sheet; again wash the surfaces after. This takes longer and may not be successful.

Use a credit card to scrap off the paint, as this wont damage the frame.Do not use a brillo pad unless you like the dull scratched look.
Then use this product which is what i used on a regular basis as a locksmith sorting out upvc doors.
Next time you need to paint and get a clean edge rub a smear of vaseline down the frame and then the paint wont stick to it there if you do catch it with some.

Er...dont think so its a very fine abrasive when the soap is left in it.Number nothing wire wool will do the same but, a finer and better job.The shine if lost can be brought back with car polish.I think the OP may be talking about older windows not ones just out the factory..

If you scratch the upvc it creates more problems than is needed.My method is tried and tested and that desolvit cleaner was far better than more expensive solvents and cleaners i trialled on the job.
Not tried sugar soap so another one to add to the armourery if the desolvit doesnt work, nice one.
The problem with upvc is when people have it fitted nobody ever tells them how to look after it and the basic maintenance it requires,especially the locks.
