The clicking is very often caused by electric fences. They act as massive antennas which your phone line runs above. They cause interference which you here as a clicking sound on the line. However some interference can't be heard, but can still be having a negative effect of on your broadband.
The problem can be fixed often by the elecric fence being properley grounded. Sometimes farmers, for whatever reason, don't set them up optimally.

It could be anywhere along your line, i.e miles from your your house. Depends in how long your line is.
