I never thought I'd say this but, for once, I had a really helpful lady when calling the DVLA about photocard driving licence.
Decided to come clean and admit the previous one ran out 2 years ago when I had an issue resulting in all my teeth going and a very long wait for dentures (over 7 months). Then sent off for form to renew and my Mum ended up in hospital and since then been a nightmare to get care programme, etc. Finally, in great trepidation, rang for a form and explained. She couldn't have been nicer - form on way and don't panic! She asked me why I didn't apply online - as I could - but I've no valid passport, not been able to get away for more than a couple of days for over seven years so saw no point in renewing.
Doesn't it make you feel good when an organisation that usually seems very bureaucratic shows its' human face?

Tv licensing were great, when I moved I bought a new TV licence but forgot to stop the Direct Debit for my old house.
The lady I spoke to was lovely, she was determined to get me a refund. I almost gave up but she pressed on and got me the money back.
So she gets my vote for the human face!

Went to Costco to do some shopping last night and got stopped at the till as there was a message coming up when they entered my membersip card. It seems they had realised I had been charged to much on an earlier visit and they refunded me nearly £9.
A couple of years ago I had my wallet stolen in Rome and inside were both my photocard and other half of the license (stupid I know!) It happened on the Friday before the long weekend for the Diamond Jubilee. The DVLA were brilliant not only did they sort out the new license, both bits but they also faxed a document to the campsite just in case I was ask to prove my entitlement to drive on the journey home. I have to say that most of the Government agencies I have used online are pretty good.

I have recently renewed my photocard licence I did it on line it was so easy and it came in the post within a week. It can only be done this way if your passport had been renewed in the last three years

When you get your photo license back, check you have ALL of your entitlements, I have heard of lots of bikers who havent had their bike entitlement continued onto their new license.
In answer to the OP...
Its always nice to have someone say "dont panic","we can sort it all out". Most of these people are there to help us. They arent all there for the bad things.
Glad you had a good experience and that you shared it with us.

Mine ran out about three years ago One day I'll renew it. But I don't drive at all at the moment so couldn't see the point.
I'm guessing that I will have to pay full price and won't get my full ten years though.

In the end, lots of these places are only as good as the people who work there. Although good customer service is encouraged by training, not everyone has it. That's why they have those questionnaire thingys, heavily cloaked as a 'prize draw'. When you respond, the results do go to the manager, who can use them to further encourage the staff.
