So putting aside the political side of it you think they aren't getting good practice for future exams from them. I wish I had more practice as a child at tests as I was rubbish at them but good at the subjects.
In the world of employment tests are the norm for most jobs now.
Generally speaking though poor ability at exams but not the subject tends to have more to do with issues with comprehension rather than it being because it's an exam. Practising exams won't really help with this, but practising being in an exam situation has its merits though.
