Well, I never! There's now no mention of the purpose made components to carry cycles. Go through to the "Towbar Bike Racks" Tab, and they're all cycle specific carriers, with no mention of the multi-tasking easy base.
Similar result if you look up the same item on The Roofbox Company website.

I had one, first with the bag, then with bikes (on the same base)...
I now have a cycle-specific carrier, that tilts out the way of the tailgate, even with cycles in place. My EasyBase and cycle carrying components have long been sold. My Easy Bag is in the spare room, for sale on UKCS Free-Ads, but with no interest!

What is the point of your post? Are you asking for clarification, advice etc, or just telling us in a good citizen kind o' way?
Who is telling you this?
When they say "cannot", are they saying it is physically impossible, or illegal?
Is this something you were hoping to do?
Is there a relevance with the "storage box on a bike rack", or it it any form of carrier (Storage OR bike rack).
Are you referring to door mounted or towball mounted?

I think you can get a bike rack for a double door Ducato van. Check the websites of Thule & Fiamma. Who supply bike racks for most makes of van. Bike racks can generally have boxes fitted.
As pointed out though a better idea would probably be to get a towbar & single electrics fitted to van & use a towbar mounted rack as illustrated.

If you go down the tow bar option, you could get a small hard top trailer and mount the bikes on top. If you're living full time in your campervan, you may find the extra storage in the trailer useful.
