Regen-braking is good. I have driven trains fitted with it and it is very effective. It worked fine down to about 10mph, then it cut out and the air-brakes took over, so it must have saved on brake pads.

At low speeds drum brakes are just as effective as disks. It's at high speeds that disks are more effective.
