Went to my local Calor stockist today for a 13kg gas cylinder, I was asked if I had an empty one I said no but can I buy one I am prepared to pay for the cylinder rental plus the gas I was told that Calor stockists were not allowed to sell or to exchange if there was no like for like empty.
He said he had a large stock of gas cylinders but the restrictions were imposed by Calor
Has anyone else had this happen?

I believe by law, certainly if they want to keep their job, they are not allowed to give anything away from your local recycling centre.

Our council recycling areas are now run by private contractors, not by council employees. Our local one has lots of gas canisters, all sizes & colours, but they’re securely locked in a mesh container. To get onto the site, we must firstly show proof of living in the council area & then declare what we’re bringing to recycle (so we’re directed to the appropriate container). The opportunity to take a child’s bike or a set of dining chairs and reuse them is nil.
I think eBay, Gumtree, FB Marketplace etc are a more likely source of a second hand gas cylinder.
This debacle with supply of Calor cylinders has been rumbling on for what is now many years, started with the Lite cylinders for which new production stopped (IIRC in 2017) due to inherent faults, refill supply relying on ever decreasing numbers and hard to find existing cylinders. A 'New' lite replacement was touted for 2018, here we are 4 years or so on and still no new cylinder AND no more mention of it from Calor.
Then there was the dearth of 6Kg refills because of demand outstripping supply due to the massive increase of 'Covid campers'. Now the whole supply system is beginning to break down, Calor seemingly have stopped supplying direct and are pointing everyone to retailers, who seem to have their own issues with supply.
Calor appear to be a business who have lost the plot! They have done one VERY low key limited time buyback scheme on unwanted cylinders via GoOutdoors stores, but otherwise there are thousands of unwanted/unused cylinders just lying around (I know several people with a few in their yards!), that could be put back into productive circulation if only Calor had the gumption to try, which would go some way to relieving the basic cylinder shortage problem that Calor cite!
My 6Kg standard cylinder will probably last me another couple of years with my minimal gas usage, but I've covered my ar*e and got a 5Kg FloGas Light ready as a replacement. Picked up an empty cylinder for free on Freegle, and just bought a refill without any difficulty from a local stockist! OK, had to buy the suitable coupling, but that was only a few pounds, and an easy connect to existing pigtail.
If OP wants a Calor cylinder to get a refill, then Ebay, FB Marketplace, Freegle, and local classified ads usually have plenty on offer (at huge saving over new rental agreement), BUT some people are exploiting the cylinder shortage and asking silly prices, so beware and bide your time until a sensible offer appears.
Personally, I'd favour going the FloGas route and avoid dependency on Calor, who's supply issues only seem to be going from bad to worse! FloGas claim to have more outlets than Calor anyway, so hopefully refill supply is not a problem.
Am I right in thinking FloGas is the same as Autogas and LPG (as sold at many Morrisons fuel stations)?
Our local Calor depot used to have an LPG pump which we used for filling our underslung tank. However, when the pump needed repair / replacement, the depot just stopped selling LPG: it wasn’t economic to keep it. However, there is a useful app (myLPG.eu - there will be other apps) which shows where the pumps are (or aren’t…thank goodness for an electric hob on one trip) and the price to allow comparison.

Absolutely NO! FloGas is a bottled gas supplier just as Calor is, pretty much like for like cylinders available, albeit with a different regulator/coupling (but easily available from many outlets) used on some.

I think that must depend on what area you are in as I know of at least 3 Calor outlets nearby, including Hertford C&CC site, whereas I have no idea where I could get FloGas. I certainly haven't seen anyone selling it round here.
