I was in the Scottish Borders last week. Every built up area that would previously have been 30mph is now 20. Not a problem.
Research shows that a child is far more likely to survive being knocked over at 20mph than 30 and will probably be killed at 40.
As long as they don't start putting traffic calming "humps" everywhere like they seem to have done in every village/small town in France over the last few years, along with a 30km speed limit and more recently, the return of Priorite a Droite!
I can understand the need for reduced speeds, but how priority from the right, from side roads onto a main road, improves safety, I really don't know.
I'm not 100% sure - but its to make the traffic on the faster road slow down and pay attention generally I believe, on the principle that its equal to a person about to cross a road. I understand it originated from agricultural traffic needing to get onto main roads.
