It's not in the telecoms companies interest to block them, they would lose a source of income.
There is also the problem of identifying which calls are scam calls.

Yes I know what you mean. What would help though is if they stopped allowing all the calls where the number has obviously been spoofed. I had one recently, supposedly from my bank, which was supposed to be from a local number. I knew straight away that it wasn't anything to do with my bank as head office is 200 miles away and they have no branches anywhere near me either. The nearest branch is 30 miles away!
In the last 6 months I have had repeated calls from London numbers, Southampton numbers, Halifax numbers, Aberdeen numbers and even calls from Northern Ireland. I don't know anyone in any of those areas, and each call from each area was two digits different to the last one from there. Obviously to stop people blocking them. I log all these calls and check them on "who called me" website, and the comments left on there by others were so similar that I'm certain the calls all came from the same source. Then suddenly, at the beginning of this month, it stopped. Have they been caught? I certainly hope so, but I doubt it. They probably have just realised that they never get an answer from my number.

Not very sympathetic to organisations making anonymous calls and failing to get replies.
MY priority is protecting MYSELF from nuisance calls, to that end, ALL anonymous calls to both landline and mobile are automatically blocked, and I never know they are even made. There is no need for anonymous calls to be made by legitimate organisations.
Of course, a displayed number is no guaranty it's genuinely from the associated organisation, as so easy to clone, but at least it's something!
I tend to let 'unknown to me' callers go to answerphone, if they leave a message, I may pick up the call or get back to them, no message - no return call!
Leaving a message compromising 'confidentiality' is utter BS! The caller has no idea who is answering the phone in the first place, the caller has already disclosed a connection between the individual/organisation and the intended recipient, so leaving a message asking to be called back does NOT compromise confidentiality further unless they disclose why.
