We bought a 2013 Shogun in 2018 and found it to be very heavy on fuel and were lucky to get 17mpg when towing on a flat. Previously we had 2005 Jeep and towing the same caravan we had about 22mpg.
After just over 3 months we traded the Shogun for a low mileage 2012 Jeep Grand Cherokee Overland Summit with air suspension. What a difference! Back to 22mpg. The other annoying thing was having to adjust the tyre pressure every time we towed the caravan and the again when unhitched.
We now have a 2018 Jeep Grand Cherokee Overland with air suspension and what a pleasure when towing and no faffing with tyre pressures.
I'd be horrified with those consumption figures. We have a 2008 X Trail and towing our admittedly light-weight caravan we get around 35mpg, which is about the same as it does on average running around locally without the caravan. The caravan may be light, under 1,000kg, but it has the same wind resistance as a large twin-axle van.
Our X Trail is automatic and has a lower towing capacity, 1350kg, but the manual version can tow 2,000kg. I think the later versions have even better fuel consumption.
Our Hyundai Santa Fe does 24 to 27 towing our 1400kg Bailey on long runs such as in France on autoroute. We have seen 30mpg at home on A roads not exceeding 50mph.
Solo trundling around we can get high 30s to 40 mpg. It's a manual.

I have a 2016 Santa Fe auto, getting mid to high 20s towing a 1500kg Bailey single axle.
A manual would get a bit more.
Kia Sorrento is a sister equivalent, slighlty more expensive like for like but has a 7 year warranty, compared to the Santa Fe's 5 years.

We’ve got a Kia Sorento automatic (68 plate) which we bought at 6 months old, ex-demonstrator car. We usually get between 25 and 30 mpg, depending on conditions, when towing, up to 53 mpg on a long motorway solo run. Very happy with it, spacious, comfortable and reliable.
We have a Kia Sorento 2.2 diesel manual. I don’t drive it very much but my husband loves it. We get 28-30mpg towing on a normal route of mixed roads but when we did a long motorway tow in the summer we got a bit more which we thought was excellent for towing our 1550kg caravan.

Check out the Ford Kuga, mine is the 2016 180bhp awd just done a quick check on outfit matcher it’s showing an 82% match with your van,this is the best tow car I’ve towed with in over 40 years of towing, when towing I get around 32 mpg, just returned from Eire (solo no van ) a trip of 600 miles the computer showed 47.7 mpg

A Sorento or Santa Fe will easily tow a 1642 Kg van.
They both have good warranties. Diesels have chain driven camshafts so no belt to change.
Our Hyundai is a 66 reg and has done a lot of towing. We had a 62 reg Sorento before. Both very reliable and well equipped. Plenty of power too.
