Both are fine in terms of kerb weight to loaded van weight but I note that towing nose weight capability is 15kg higher on the Mondeo (75kg -v- 90kg)- note sure how big a point this is?
I love the Picasso and have had previous versions for a number of years, but I've read that the Mondeo has won various awards for towing.
I'm also biased as i have a mondeo, i tow a 1500 kg coachman with mine no problem.
In my experience the mondeo brochure weights are lower than what the cars weigh, My car weights in at just over 1700 kg and makes a very stable tow car.
According to my old GC4 Picasso brochure the max tow on the 2.0 Hdi is 1400kg on the manual and 1600 on the EGS version.
It also shows the max noseweight as 70kgs.
Having had a Picasso and now a Galaxy (which is a Mondeo with a bigger body) I would go for a Mondeo, nicer to drive, better build quality (in my experience) and less prone to recalls.
Mondeo every time, I had a 140 TDCi Zetec for 2 years, very good car 50 mpg easily (solo) and 28-30 mpg when towing a boat and trailer weighing 1800kgs, did not tow a van with it as at the time I did not have a caravan, have one now and tow with a CR V 2.2 i DTEC (Mondeo went back when I finished working)
Be aware that some Citroens (not sure about the Picasso)quote the max tow weight as driver only. If towing with a full car (usual in my case) then the max weight is much lower. 1800kg tow weight on a new Mondeo 2.0 TDCi is with car laden to Gross Vehicle Weight. The 90kg noseweight limit on the mondeo makes it much easier to get a stable match as it means more payload can be forward of the axle line.

For a licence dated 1997 or later you must add together the plated max weight of the caravan and trailer, if the total is 3500 or less you can tow it. You may even tow a caravan with a MAM greater than the cars unladen mass the restriction was removed in 2013

From the brochure for mine (Apr 2012) it states 1800kg tow weight 12% incline 2000kg tow weight 8% incline. A brochure typo states the GTW as 1800kg, but I am disregarding this.
The V5 states a braked tow weight of 1800kg.The difference in the GVW & the GTW on my weight plate is 1800kg.
Figures for Mondeo 163ps 5 door manual. Powershift model can tow 2000kg at 12% with a corresponding 2000kg differential in the GVW & GTW.
