IIRC, yes it is an offence, but not one with immediate points (not unless you try to get clever any way) number plates are delt with with a notice to correct the fault, it you go down to the station within 7 days and prove the faults have been rectified, its only if you dotn show you get fine/points or if you are a repeat offender (think modified plates etc.)
