  I tow with a Volvo V40, which has a low towbar hence the jockey wheel gets damaged on speed humps etc, have just seen drop plates used to lower towbars.    Does anyone know  if it is ok to use these to higher a towbar?

No they are only to allow you to lower tow ball, not to be used to raise tow ball under any circumstance .

Don't do it - it's illegal and dangerous.

Have you considered boosting the suspension of the car?

Some caravanners remove the jockey wheel whilst travelling, to avoid catching it on bumps and as an added thief deterrent whilst parked at services etc.
