yep level or slightly down.... if it up the air pressure being created under the caravan will cause lift... not enough to lift the rear of the car by could greate some instablility.
Should be slightly down when stationary and lift to level when moving.
If it's up, it could be because the towhitch on the car is too high. A dropplate could be fitted in some cirumstances, depends on the age and type of the ball but I don't know the ins and outs. Sorry.

I checked up on this when I had a problem, it is not down to the car manufacturer but the towbar manufacturer. They need to get type approval not only for the normal towbar, but the towbar with a drop plate. Apparently only a couple of towbars have this and they tend to be the Land Rovers where farmers, for instance, want to tow a wide range of equipment.
I solved the problem another way. I got a couple of steel box tubes made up at a place that makes trailers, and a set of longer bolts. Cost £20. I put the spacers between the hitch and the A frame to raise up the towhitch. As yet there is no legislation against doing this. Had the caravan serviced last week with a mobile service, and he didn't notice!
Incidentally it is not the air under the caravan which is a problem, it is the air hitting the front of the caravan. This tends to lift the nose of the caravan more when travelling, and this is nore evident at higer speeds or in a strong headwind.
