yes. If the trailer is unbraked it will just be a security cable to secure the trailer should the ball hitch fail.

An unbraked trailer should have a safety chain secured around towball or towbar but I'm not sure it its a legal requirement tho. It is a legal requirement to have a breakaway cable on a braked trailer though.

if its an unbraked trailer, you will need something more than a breakaway cable, these are designed to apply the brakes and snap.
you will need a secondary coupling, the ones I have seen are a chain with a large loop on the end to go over the towball before you hitch up, these need to NOT snap, and there may be some considerable forces involved.
