Confused because you said he got his licence BEFORE 1997 and now you say he has to pass a car test = very confused

do you mean he got his PROVISIONAL licence before 97 abut has not passed a test yet?

I am going to ASSUME that OH has a provisional/learner licence but has not yet passed a car test ....

The fact he got the provisional before 97 makes no difference because licences go on when the actual test was passed

When he passes car test he will be able to tow with one extra restriction on top of all the usual towing laws ...

... that one extra rule for towing a trailer over 750 kgs plated MAM is .... the vehicle GVW added to the trailer plated MAM must not total more than 3500 kgs

GVW and MAM mean the same thing = the legal maximum something can weigh when fully loaded

The GVW for the vehicle is the top figure of four on a plate usually hidden under the bonnet or in a door frame
The MAM for the trailer is usually on a silver plate on the trailer - usually on the A frame part
MTPLM for a caravan is also the same as GVW and MAM

Bit more ....

When OH passes car test and if you have B+E then you can supervise under learner rules because on passing car test gives the driver B+E provisional

B+E required for any set up where the total MAM/GVW/MTPLM exceeds 3500 kgs

EXAMPLE of legal towing after passing B (car) test

Vehicle
GVW 2300
Towing capacity 1800

Caravan
MTPLM 1200

Total MAM = 3500 (2300+1200=3500)

If the vehicle has a kerb/empty weight of 1800 then the caravan 85% towing calculation ADVICE would be mean a towing percentage of 66%
