You need either to have passed your test before the law changed, or to have passed a towing test if you are going to tow a braked trailer in the UK. As I understand it the modern licence group is for unbraked trailers under 750Kg fully laden. Towing a braked trailer, even if it is unladen and under 750Kg unladen, can get you prosecuted if you have a 21st century licence.
