In plain language car is legal to tow the caravan which has laden weight of 1300kg. 1600 petrol engine not really up to towing caravan of that weight Imo. Caravan will be over the recommended 85% weight ratio.
It's the op's choice if he wants to tow caravan. Plenty of Dutch down here in France with similar petrol powered outfits. Holland has 90k/56 mph speed limit for caravans & op would be advised to stick with that. So keep to the speed of the trucks on the motorway & don't overtake.

You wont be able to load the car and the caravan because it will exceed your cars Gross Train Weight figure.
It will be close to 3500kg, where your max limit is 3215kg.
I thought a 950kg was too much for a 1600cc car. But its legal if you load the car rather than the van and pack lightly. But remember that you cannot load the car and the van to their max.
I would want something a bit heavier and with more pulling power.
Buying any £2k car of the type favoured by UK caravanners ie 2litre diesel risks repairs costing more than the car is worth in a short while. As pointed out the Dutch tow 1300kg caravans with petrol cars of the type you have. I'd stick with it & drive it as suggested.
