Hi, I know it's an issue with this regulation now.
I am about to purchase a Freelander TD4 for towing a caravan. It's 2005 and non ulez, of course.
Anybody knows if I can still use it in the next years in the UK and Europe when caravanning? Sure, no intention to go into central London or other big cities here or in Europe...

Yes you can & wil be for years yet. In France it is a good idea to get a Crit’air sticker as they can be required in large areas intermittently apart from some city centres but you can get one for yours ok. Search on this website for threads about Crit’air stickers if you don’t know what they are or search online.
I tow with a diesel 2008 Nissan X Trail which is Euro 4. Diesel vehicles now have to be Euro 6 to go into some city centres in the UK, so I just avoid driving into city centres, which I hate anyway. City centres generally have good public transport so I use that wherever possible. Saves on the nightmare of parking too.
Being a pensioner I have a free bus pass, and being a retired train driver I get a certain amount of free train travel too, so why would I want to get stuck in city centre traffic?
What do you mean by non ULEZ? Is it non compliant or exempt? Until last year I had a 2002 TD4 Freelander that was both LEZ and ULEZ compliant, I didn't have to pay the charge. I only had to pay the congestion charge on the rare times I had to drive into London.

Non compliant cars in ULEZ have to pay £12.50 per day 7days a week. Only compliant diesels ie not charged are Euro 6. ULEZ is being expanded from congestion charge zone out to north & south circular roads next October. On top of the £12.50 you also have to pay the £15 congestion charge. That is how I am reading it anyway.
Each city comes up with it's own requirements and some call it a CAZ not ULEZ. (Clean Air Zone)
Bath doesn't charge private cars at all.
Bristol is proposing Euro 4 for Petrol, Euro 6 for Diesel from Oct 2021.
Wood burning stoves not charged at all.
One thing that bothers me greatly is whether they will change the requirements at some time in the future if I spend a fortune replacing the car only to find it won't then comply.
It depends where you want to drive. For me I only want to tow my caravan in the countryside & I have no intention of driving into any town centre bigger than Clacton. I will continue with diesel as long as they sell diesel cars & after that as long as they sell diesel. That should take me up to end of life I think.

Likewise Billy. I don't drive into city centres at all if I can help it. I had quite enough of that when I was driving coaches. Diesel will probably see me out too, even though mine is only Euro 4.

I don't know, all I know is that if I put the registration number into TFL's website the vehicle shows as LEZ and ULEZ exempt.
Should be OK if it says it is. Of course they can change the rules later.
I believe Birmingham are bringing in a congestion zone too. In the event we need to go there we will get the train as its a short trip for us.
If you go to Germany you can get an umwelt plakett,( emissions sticker)which is needed for some cities.
They can be bought online or I believe at some garages in Germany.
I have the French crit Air disc but not the German one.

Germany has banned diesel cars from many cities. Not Euro 6 but anything older I think. Even with an Umweltplakette you cannot drive in. There will be a park & ride though.

Strange. I can't understand how a 2002 car can be exempt when my 2008 car isn't. I just tried it. I know some historic (heritage) vehicles are exempt but I would have thought that 2002 was way too new to come into that category. The buses I occasionally drive were built in the 1950s and operated in London originally, which is why they are exempt at the moment. That could change though, although I certainly hope it doesn't or it will wipe out many such businesses that operate for wedding hires etc.

It is a normal age related plate. My 2002 1100cc motorcycle is not ULEZ compliant.
