That's not correct. 1 is the front axle legal maximum weight, 2 is the rear axle legal maximum weight. The lower of the two other weights is the legal maximum weight of the vehicle and the higher number is the maximum train weight (vehicle and trailer). Usually, but not always, the vehicle weight subtracted from the train weight gives the maximum allowed weight of the trailer.
