With regard to spacing, if you're unhappy with it you really need to seek out the campsite owner and/or warden, tell them you think it's unsafe and ask them why they aren't taking better fire preventation measures. If you're really unhappy I'd ring the Local Authority, I don't know if it's something that environmental health would deal with but it would be worth a chat with the LA I imagine.
I've often wondered if there are regulations to cover the minimum gap between tents. Generally, I'm not in favour red tape but I feel quite strongly about this.
We went out for the day while camping in the lakes once, got back to find the site had filled up and a little tent was pitched practically between our guy ropes. There was less than a metre between tents in places, and it made me feel very uncomfortable. It's quite dangerous imo.
