The "no facilities" sites have a bare minimum of water tap and CDP (chemical disposal point). If you have a porta-potti or similar, CDP is how you deal with it - no need for cat litter and dog bins, not sure how that one got started?! As a pet owner, I'm not sure I'd like to find the dog bin crammed full of human waste! 
In the words of Captain Mainwaring, it all runs (and has done for many years) like a smooth, well-oiled machine ..
