Generally, yes, but Weston Super Mare, for example, is a members-only site and Slapton Sands' eight caravan pitches are for members only. Non-members can, of course, join at these sites.

we've just got back from a certificated site - we're not C&CC members, so they charged us £3.50 per night extra.

They may not be playing exactly by the rules, but small sites need to do what they can to keep alfoat... ( & I had a lovely time, by the way)
