Your car is insured anywhere it is possible to drive it whether on or off the public highway. If person or property is damaged by a taxed & insured car then the car owner's insurance will cover it. The op's claim is with the campervan owner's vehicle insurance.

I have made a third party property damage claim against a driver when they damaged property owned by the company I work for. The damaged item was on the highway, but if was just a case of ringing the drivers insurance and lodging the claim. It did take a couple of calls to chase, and had to send them the quote for repairs, but no solicitors required. It sounds like this drivers insurance are just trying to get off of paying up. They obviously think that because no solicitors or other insurance is involved they can fob you off.
