As a member of the C&CC for the last 20years I can say that yes they are a little expensive but the facilities on most sites are excellent apart from those that need modernising, they are always nice, clean and calm places.
Just got back from Sandringham which is an excellent site, they did have a group of families together in the furthest field they could be heard at night, but only until about 11pm though.
For Northumberland there are a few club sites.
If you don't mind driving a little way Barnard Castle club site really is excellent, although might be too far south for you.

Not so much for avoiding rowdy youths, but in general I find being non-EHU helps. I find that a lot of EHU pitches are very close together whereas a lot of the time non-ehu are set further apart and occasionally not set pitches at all so you can spread out.
In defence of Some teenagers. When my boys were teens they went and hung about with the quietest and most laidback bunch of boys. When trying to get booked for sites they found it nigh-on-impossible. Being air cadets they got away this way. as usual the few destroyed it for the many. oh and just to add, the last site we were on had an older couple who spoke at one volume and that continued till midnight
Sounds like you had an awful experience, but this is not the norm, and not just confined to teenagers, I agree with the previous poster that most teenagers and young adult do not behave like this.
In fact the only times we have been disturbed like this in over 20 years of camping and only on a handful of occasions, is by so called 'family' groups where everyone proceeds to get plastered outside their tents and laugh and shout loudly, disturbing everyone else.
I had to go over and say something once when a group pf women were loudly and in graphic detail regaling the whole site with their childbirth experiences, very loudly and with more than a smattering of language that would make a sailor blush!
They did not like me telling them to basically shut up, but their husbands made them go in and quieten down.
Sadly, there will be the odd occasion where you get someone inconsiderate, but it is still thankfully not the norm on most sites, especially if you chose the quieter and less commercial sites.

We had a very very loud group camping nearby one year. Thought they would quieten down at night but they just got louder. They were disagreeing over who sung hotel california for about ten mins at half eleven. Opinions ranged from the Beatles to Fleetwood Mac. I laughed so much at another camper calling over, it was the Eagles, its late, be quiet. No more noise all night.
Goergie, was this site Red Shoot? Just come back from a weekend there and it was really noisy (should have put it in my review but forgot). It got a bit quieter at 10.30, which was quiet time but my 3 were shattered as they are asleep by 8pm at home. This was Friday and Saturday night.
The children and families making noise - just talking loudly etc. had children about our age 7 & 8.

Never had this trouble on sites myself. Dont like sites with clubhouses. If I can, we visit sites and have a look around before we book. (We just go weekends within about just over 1 hours drive) Live near Durham. Love a few sites in North Yorkshire, we go regularly.

I am not sure that sites with clubhouses makes much difference to the rowdy element. Most of these people probably take their own supermarket plonk anyway. They don't need a clubhouse to get drunk in.
Been camping around 10 years now, and only ever encountered this twice,
Once was on a site where the wardens were more concerned that the correct car was parked by the correct tent than the rowdies. Horrendous weekend.
Another were there was one group who were very rowdy during the day, but in all fairness once quiet time came there were quiet.
When they departed they left several boxes of bottles, and when I point this out to a member of staff, be said that he would pick them up in a minute. Hoped that this party hadn't put us off their site, and that this particular group would not be back.
99% of campers are decent people who respect each other. Sadly it is the one percent that spoils it for the rest.
As people have said, camping is becoming increasingly popular, and some are coming with the "festival" view - you can get drunk and play loud music into the wee small hours.
We have done Park Resorts a few times as we do like the clubhouse for our young kids.
However we have had problems because of this.
The Isle of Wight site was a bit better, but the one up by Yarmouth was awful. We had a massive group of families block off one of the "roads" and had tents either side, they then stayed up till 1am and later talking loudly etc.
Numerous complaints later after 3 nights of this they were asked to leave and the police were called, they then left the next day, but that was the day they were leaving anyway.
We breathed a sigh of relief and thought we could then relax and enjoy the last few nights, but the very next night right next to us a car turned up at 11pm when we were in bed and proceeded to noisly set up a tent!
Gave up after that and left the next day, wont be returning.
We then drove down to Sudbury and stayed on a small site owned by a chap who has zero tolerance for that sort of behaviour, and thats what we will stick to now.
That sort of thing is one of the reasons I won't camp at sites that don't have owner or staff onsite at night.
After being terrified by drunks racing 4x4 trucks round the camping field at Bodiam at 3 am one Whitsun weekend, I vowed never again. The owner lived nowhere near and there was no phone signal. If there'd been a signal, I'd've called the police.
Hearing a 4x4 roaring a few feet from your tent at night is bad, knowing it's driven by someone off their trolley is horrific.
When checking the reviews make sure that they are relevant to the time of year you are going. A campsite out of season may be a different experience to one on a bank holiday monday. Its all very well those without kids saying avoid the school holidays but some of us have no choice. Though a top tip is to head to sunny scotland as they often have different holidays.
Yes, the Scottish children have been on holiday for about 2 weeks, and go back well before the end of August, so it might be a bit quieter up there then.
