I'm looking at using tenacious tape as a reinforcing bit of material in which to put an eyelet.... Would an eyelet be able to go through it??

Yes, but I would cut a little hole and stretch it open very carefully so that it's just big enough to poke the lower part of the eyelet up through. When you hammer the two sections of the eyelet together they will grip the fabric and tape.
