If it's the relays continually clicking and still no heat it sounds like one or more of the three power relays have burned-out contacts, the way to cure it is replacements. Either the expensive way, replacement relay board complete or, it's cheaper to source the relays as components and resolder the new ones into the old board.
However, getting the control board out to do the job isn't that straightforward, it lives at the back of the fire so that may involve even more expense paying a dealer/mobile engineer to do it all for you.

Have you checked the gas dial on the fire is turned completely off! We had this clicking noise and found the dial had been knocked slightly on, which then activates the spark generator.
I fitted a new board and it's the same. The voltage is a stable 240v on the monitor bought to assure it isn't low voltage. Almost seems as if the transformer doesn't hold the relays down
