Assuming you are referring what I call the 'valance' that fills in the gap under your van and covers the wheel, and that you probably will not want to drill your van, double sided tape is a solution.
Available from motor accessory shops, the strongest type of double sided tape is termed 'trim repair tape'. This is designed for attaching trim strips to the side of cars and should be Ok for for attaching a rail to hold a 'valance'.
