Hi am trying to solve a problem with a 1992 Plug-in combo mains/charger 240/12v unit.

When first examined the 2.5A 240v fuse on the input to the 12v printed circuit board was blown.  In addition the 25A 12v output from the pcb was also blown.  Having replaced these I then powered up the unit--the 240v feed comes through the usual 30mA rcd BEFORE it hits the printed circuit board.   The 240v 2.5A fuse blows (big time) yet the 0.03A residual current device doesn't trip.   Very weird suggesting that there is no control over the current passing through the residual current device.

There is no spec I know of for measuring an RCD performance to asses it--has anyone done this if so what value did you use?

I have a feeling the mains fuse is 1.25A not 2.5A? this would explain it blowing 'big time'
The reason though is probably a short across the transformer windings and nothing to do with earth so leaves the RCD alone

It should I would have thought be a KT12 unit? black and about the size of two house bricks but much heavier!
Still, it was fairly sophisticated power supply for it's day, however today it's very much old hat and better replaced with a modern multi stage switch mode model, for circa £75

there are tests for RCDs, but it only measures the trip time, and current required to trip it, most sparkys will have the kit to test this.

however, the RCD does not trip in your case, as it s a short circuit fault (overload), not a fault to earth.

even then the fuse in your unit should blow before the MCB in your consumer unit does.
