You are talking about the 'Miniature Circuit Breakers' better known as MCB's, when these trip out, the switch itself only drops half way down
Just to be sure, to reset you need to press the offending switch fully down and then push it all the way back up to reset it.
The other wider switch BTW which you call the 'master' is a 'Residual Current Device' or RCD
