Can anyone tell me what the ceramic cartridge does in a tap?

My 'van has Reich Charisma taps fitted which I beleive has a cartridge. As the 'van is now ten years old is it time to change them?

Also is it possible to get a new filter that goes in the spout for these taps?

changing the cartridge is quite easy.drain water
remove tap on off lever [screw is usually under hot/cold indicator]unscrew tap body ,should see brass nut ,undo nut to reveal cartridge ,remove and relace with new catridge,check cartridge is seated properly on lugs and then replace nut etc .
