Most likely is a shorted rectifier on the secondary side of the transformer, or the transformer itself has a shorted turn or there is a smoothing capacitor short circuit.
Probably repairable if you can find someone to have a look at it, where are you based?

Forget it, the logic1 was junk when new, nevermind now!
Due to the uncertainty of the wiring in your van, perhaps your best option is one of the Aldi/Lidl 3.6amp chargers, only £14 when on offer and this is at least 3.6 times better than that logic1, even when it worked!
