my car is a 2006 and caravan is 2003, the car has the 12s socket already, on my caravan I have a 12s socket on the A-frame so need to make up a cable to plug the two together, I know around 1997 they changed the wiring for the battery charger but would anyone know how I would wire this up?
There is something odd here!
A 2003 Bailey should have a plug ( and not a socket ) attached to a cable on the caravan.
Are you sure there is no cable tucked up anywhere under the A - frame?
The socket you say is attached to the A - frame may have been required by
the previous owner to operate a motor mover.
Any 1997 changes are irrelevant.
I suggest you have a good look underneath the caravan and see if you can find any sign of a fairly thick cable (which should have a plug attached ).
Otherwise I think a word with your local dealer is required.

OK -- You can ignore my comments above. They were based on a 2003 caravan.
You have 2 different plugs on your caravan -- one with a black cover (12N) and one with grey (12S). The black one provides power to the caravan road lights and the grey one power for the battery charger and fridge. Many people do not bother using the grey plug if they do not want to use the fridge or charge the battery whilst on the move.
If you do wish to do so then you will need to make up a lead as suggested by Jeff above.
Obviously you will need to do the same with the 12N (black) sockets.
Pre & post '98 12s wiring here. There no difference to wiring I don't think, just the functions. A 2006 car can be connected to '93 caravan & all functions in caravan should work.
