Wife put water heater on with no water now water pump constantly running with water running out bottom of caravan do I need new one

no you need to flick the yellow tab on the pipework to stop the water flowing out of it, that is the drain for removing the water before you leave the site

Yes drain tap is closed . Water heater on with no water didn't know if it would cause leak through heat or just burn out element

How long since it was last working properly - and not leaking?

normally it would just cause it to trip out, and then you wait till it cools and then start again adding the water, try flicking the drain tap a few times, it might have got dirt stuck in it and holding it open/no seating right
