Away in my caravan at present and the ultrastore water heater keeps tripping the electrics when i turn it on to 240v mains .It works fine on gas so i am wondering is it the element or is there a fuse i am missing .Its an 850watt element i have .
It does sound like the element has shorted internally down to earth. If you can get to it, and disconnect both terminals from the heater and it stops blowing the trip, it's a duff element. The trip will cut out the supply long before a fuse has time to blow. A pretty expensive item for what it is.

Had look at it and found a connection block near the water heater that came from the element .
Pull that apart and it stop tripping joined them again and it tripped again .
So looks like the element is away been pricing them for a simple element its £130 .
