I didn't know either 17 but from reading other posts (about different tents) I think they are to raise the weather flaps up for ventilation. The ground sheet isn't fully sewn in, but we haven't had any problems with rain getting in. You just need to make sure the corners are pegged out at the front properly and the rain runs off.

We have pitched this tent in roaring rain and the benefit of the front bit not being sewn in was that we could sweep out the mud and waterthat got in while we were treading all over it, then it was ok as the flaps could be pulled up a bit for the ventilation that Onykahonie says. This was really useful too because you don't have a porch which muddy shoes can be stored in. We just left them by the door and swept the mud under the flaps when it was dry. That's the only reasons we could think of for these toggles. Nice little tent!
