Portmeirion is great, but I'm not sure it would appeal to a three-year-old.  Also check on the website that it's within your budget, as it's pretty Xpensive to get in.  Likewise the Snowdon Railway - great experience, but a bit pricey.

Beaches round the Liverpool Bay side - eg. Llandudno, Colwyn Bay, etc. tend to be pebbly, but still lots of fun for a little one.  I spent most of my childhood holidays in and around Llandudno.  Lovely place, even in these modern days, it hasn't changed much.  The view from the top of the Great Orme on a good day, with the 360 degree panorama of sea and mountains, and the Lord of the Rings-ish vista towards Snowdonia, is just
